Различные интернет-источники не соглашаются между собой:

As a temporary resident (up to 3 months) you may drive on your licence provided it is valid and current.

If you are coming to France for a short stay from a non-European Union country, you can apply for an international permit in advance. Find out about this in your home country. You must carry your valid driving licence with you as well as the international licence at all times.

French regulations distinguish between persons in France on short tourist or business trips (less than 90 days) and those who are here as longer-term residents (more than 90 days).

Добавлю также, что французская администрация разделяет выходцев из EU и всех остальных (к последним относятся как американцы, для которых написан указанный документ, так и мы). Далее:

If you are a temporary visitor in France, you may drive with a valid U.S. (State) driver's license. In addition to having your U.S. driver's license, visitors are advised (but not required) to carry an International Driving permit, or attach a French translation to their U.S. driver's license.

То есть на руках должны быть права, выданные на родине водителя. Рекомендуется (но не обязательно!) также иметь при себе международные права или перевод на французский (а на русских правах, если я не ошибаюсь, перевод и так есть).
