The short answer to your question is that of tautology: YES, the citizen of EU is one who has a citizenship (= national) of one of its 15th member state.

This status greatly facilitates all procedures here. However, as Nella and Erley already said, you would enjoy almost the same rights, provided you obtained the “permanent” (10 years) job permit. The status of Canadian or American resident (or, indeed, a citizen) does not automatically guarantee you a job permit in Europe – a typical procedure should be launched by the company that invites you (usual stuff - they need to justify their demand by proving that no other EU-born applicants are available for this position in question).
