During the project, the Job Holder has to:
• Liaise with site HSE team for all HSE matters common to Phase 3 and Phase 2 site.
• Manage the HSE organization on site for CPF Phase 3 and Camp Construction, civil works)
• Prepare, issue and update site emergency procedure and standing instruction related to HSE
• Define & follow HSE training program
• Ensure that all personnel on site has the required HSE training and keep track records
• Ensure that HSE induction is performed for all workers and visitors of Phase 3 areas
• Perform other similar or related duties such as refresher safety courses, ensuring maintenance, anomalies analysis and follow-up, Training Plan follow-up etc
• Prepare and conduct Phase 3 HSE committee monthly meetings. Participate in the Site HSE committee monthly meetings as an active member
• Elaborate & Conduct regular HSE drills (CPF & Camp / day & night). Issue reports accordingly to improve prevention. Ensures follow-up
• Promote the reporting of incidents and anomalies concerning HSE. Propose amendments to improve response
• Assist in the updating and implementation of various Company procedures related to safety, hygiene and environmental protection and good housekeeping
• Supervise Ph3 Project CPF activities for safety compliance, of assigned personnel on the site.
• Ensure that Russian HSE rules and regulations are properly followed and applied
• Ensure, in cooperation with Phase 3 Environmental Protection Engineer, the implementation of the environmental monitoring and collects/records the related information.
• Perform job analysis. Review work permits, checks conformity with safety procedures, approve as safety authority, as required
• Supervise the attendance of safety personnel during work being carried out and ensures the adherence of safety rules defined in work permits by auditing, weekly, those permits.
• Supervise the traffic to ensure both compliance to road circulation rules and permanent monitoring of displacement / location of vehicles, along with S.A.R procedure in case of missing vehicle
• Contribute to the improvement of HSE performance and associated monitoring
• Participate to the establishment of SIMOP’s procedures and ensure they are properly implemented
• Ensure that first aid means, rescue procedures are adequate, properly defined by the medical team and fully operational at any time
• Issue in due time all reporting regarding HSE (daily, weekly, monthly, yearly, final report …)
• Ensure follow-up of WP audit and analysis
• Manage safety personnel on site. Manage Ph3 project emergency teams ( fire & rescue team, oil spill response team)
• Identify and ensure close control of downgraded situations in relation with the RSES
• Organize, supervise regular audit & follow-up such as: construction fields, Workshop, scaffolding, environment, chemical storage, …
• Highlight the specific risks for special process operations on site
• Participate in meetings as necessary
